Manual hold is a good idea. We can release the line after ship set is complete and progress the order.

Oracle warns that if you add a non-shippable line to a ship set , that line may get released to AR on a part shipment or return. They are planning to implement Arrival set after 2 releases and Fulfillment set after that. Oracle is suggesting to use a pause task to stop this bill only line from progressing till the ship set is complete.
