What is white material under first pass?

It's called a ceramic backing strip. Similar to a regular steel backing strip but you can peel it off since its just taped on. Very common in dual shield welding

Yes, it's ceramic backing, you can use the one with very sticky alu-tape, or you can use ceramic "bricks", that you place in a metal holder, you use these kind of backing, when your weld will get very hot. If your welding gets realy hot, the alu-tape ceramic backing can get so hot, that the tape will boil, and it will fall off, and it can remove the backing from where you haven't welded yet. The metal version is usually held on with two magnets, fixed on a metal strip with a bolt in the middle, so that you can adjust the pressure. If you have a weld in a 90 degree corner, you use round ceramic with alu-tape. The benefit of using ceramic backing is, that when you're done with the weld, you just remove the tape, and your done, some times the tape will fall of by itself.

@@idahoviking Backing is mostly used on thick welds, so home shop welder most likely will never need to use backing. If you do need some backing for thinner welds, you can use a copper rod/plate, just make sure that it has some thickness to it. And "just a home shop welder", is also a welder. I'm an offshore welder, currently welding windmills, where the steel is between 80-140+ mm thick.
