If you pay attention while watching the show/movies, you will heard people at NERV acknowledging the same thing but the military just insists on blowing money by tossing that shit at the Angels. But in some cases, conventional weaponry does serve to distract the angel or buy time until the Evas get there/set up so they're not completely useless. The N2 mines on the other hand do seem to be somewhat effective.
