If you pay attention while watching the show/movies, you will heard people at NERV acknowledging the same thing but the military just insists on blowing money by tossing that shit at the Angels. But in some cases, conventional weaponry does serve to distract the angel or buy time until the Evas get there/set up so they're not completely useless. The N2 mines on the other hand do seem to be somewhat effective.

well a group of human called seele mad the human indtramanaty progecked to make this thing called the 3rd impacked but then made 3 eva's to complete it unit 01 00 and 02 then made the angels to kill the human while trying to trigger the 3rd impacked to elemenate earth
