Is this interpreter a young Shivabalananda who is currently channeling Swamaji in the US? He sounds just like him.

There is a connection -- both are native Hindi speakers. Shivabalayogi's interpreter during his second USA tour was, and who is in this video is, Shiladitya Singh. The devotee currently "channeling" is R. B. Singh, a/k/a/ Shivabalananda. Two different devotees.
