It does count as a upset since SA had been in isolation for years, you can't exactly play at tier 1 level without playing against tier 1 teams.

Argentina Ireland 1999 yes! The other two not really. Argentina was playing very well before the 2007 RWC, and reasonably before the one in 2015. And had defeated both teams before.

Secondly we beat NZ in 1995. NZ have never beaten the Springboks in a World cup final. We are the best RWC team on paper compared to NZ.

Wales are a tier 1 nation and so are the All Blacks yet if Wales were to beat the All Blacks it would be a massive upset since Wales haven't beaten New Zealand since 1953 England hadn't beaten New Zealand since 2012 by that point

Numberb1 is a shock but not contextually. Boks still came 3rd and 2 points from getting to final in 2015. Upsets matter in context. Japan knocking Scotland out for example, france knocking all blacks out, Fiji knocking Wales out. But if it's just in general sure.,
