Dear, thank you for your message. If she hasn't qualified NEET exam, it means she isn't entitled for NEXT exam. However, if she is a German citizen then she can apply for Temporary License Permit which will have a validity of 1 year. Hope this helps.

Official answer is Part-l of the third schedule of IMC Act 1956. It contains four specialist PG qualifications obtained from the then West Germany, viz Medicine, Surgery, Gynaecology and Anaesthesia are recognised.
