Shoddy culvert repair

I hastily installed this culvert around last September to get access to the property and get my trailer load of belongings off the street. I tried to use local rock which was round and lock it together with sand which didn’t work and seemed like my culvert was “floating” to the top.
In this video we dig it out and set it at the correct level depth, add 10feet, and backfill with slag.
It looks much better now.

The government man wanted 5” of cover on it which would have made an awkward hump and it wasn’t to the bottom of the ditch so water would collect until it got high enough to flow through. I was waiting to come back to a washed out drive. With all the clay around here water flash floods all the time.
