You cannot open those tax free bags while in Japan. The products are meant to be used outside of the country. The Japanese government is now panning on getting rid of tax free in store because people are committing fraud in their country. There are plans of charging foreigners tax in the store and when you’re at the airport, then you can try to claim that 10% tax back, like VAT tax in Europe. Please stop doing this.

The best Donki shopping experience I ever had was on Ishigaki Island-- almost totally empty, just a few peaceful quiet shoppers here and there. The BEST. All the good stuff you'd find in a Tokyo Donki but down in the subtropics and SO QUIET! I could take my time and not feel claustrophobic and almost compelled to rush my way through. Highly recommend doing all your skincare and bath & bodycare shopping in a town or small city outside Tokyo, just for the lovely shopping experience. I try to avoid Mega Donki Shibuya because it's just such an unpleasant physical experience.

She went to the tax free counter to buy with the refund done at same time as buying. Though if you do get a tax refund it is illegal to do what she did here and open the products in Japan
