This is an unknown source shortwave oddity, transmitting on known Russian military frequencies. This frequency, 6911 kHz, USB mode, has recently been occupied by a ticking sound that some hobbyist have called the "Stalingrad Clock". But, sometimes other sounds are heard, such as this alarm sound.
Some listeners think this is pirate, other listeners think it is a channel marker, and still others think it is PSYOP. I do not know, but I lean towards the Channel Marker set.
Note that the repeating alarm sound is interrupted about every 32 seconds. this may mean that it is a ~32 second repeating loop.
