Yes, on double actions you don't have to. (Double actions can be identified by the fact that you can swing the cylinder out while loading, and on single actions you can't (there are some SA revolvers where they upgraded from the loading gaze design, but there are only a few of them))

Some flair guns can take and fire real billets there are some flair guns that can fit a shotgun shell not that you want to fire it same way a 50 bmg fits in a 12 gauge shotgun irl
