It should be illegal. How can obstructing a keepers movement be termed legal? Half the tactic is pretty much designating 2 players to physically restrain the keepers movement.

However, the goalkeeper area is all part of the pitch and every player is allowed to position anywhere on the pitch during a corner kick, except the opposition team have to be 10 yards away from the ball. That’s why goalkeepers can come out and score corners.
