Having a capital is emotional issue,The cost of development will vary and is cogent economic restriction,As long as there are measures by state to protect its uniqueness then the money for capital can be used for the betterment of residents of state and other facilitation projects.

When Punjabis particularly the Sikhs were doing agitations and protests in Punjab Punjab was trifurcated in three states (Current Punjab,Haryana and Himachal). Earlier capital of Punjab was once Shimla let me tell all UPSC Aspirants When Congress met demand of Punjabi Suba due to various hunger strikes and efforts of Akali Sikh leaders like Darshan Singh Pheruman,Master Tara Singh. It was initially decided that Chandigarh would be capital of Punjab and Haryana was given ultimatum to develop a new capital and make thr administration and facilities. Riots broke out in 1966 in cities like Delhi,Karnal,Ambala,Ludhiana, Patiala which led to congressmen burnt alive in Karnal where RSS member was accused so eventually the govt seeing the geographical structure and to appease both states decided that Chandigarh would be a union territory and joint capital of both Punjab and Haryana which is till date. There was radicalization also due to lack of media on both sides. Lala Jagat Narain radicalized Punjabi speaking Hindus to vote in favor of Hindi during plebiscite. Dabwali town of sirsa went to Haryana which was mostly Punjabi speaking. There are many Punjabis in Ambala,Yamuna Nagar,Karnal and Haryana govt in those times made Tamil as 2nd official language so that Punjabi may never succeed till 2011 when Bhupinder Singh Hooda of congress decided that Punjabi should be 2nd official language and nowadays in many haryana schools Punjabi is optional subject. Off topic You will be surprised if I tell you in 1984 Sikh Genocide names of many BJP leaders were also involved like Ram Kumar Jain and plenty of others which is a major reason that chargesheet was never filed against congress big fishes too despite repeated accusations,proofs,evidences and testimony. Bharat Ratna Nanaji deshmukh called 1984 genocide as inevitable and said it was mistake of Sikhs. Harbans lal khanna spoke in favor of pro tobacco protestors who damages shri harmandir sahib model near railway station. Before 1947 all provinces had 3 options stay independent,join Indian union or Pakistan union. Sikh leader Tara Singh knew Sikhs would never form majority and if joined pakistan seeing past brutual history with Mughals,Afghans joining is never a sensible and wise idea hence Tara Singh decided to join Indian Union and Baldev Singh was lured with defence ministry
