A couple off the top of my head: Joe Ryan who went from a 4.51 ERA last year to one of the most dominant starters so far, Bailey Ober has rough basic stats but great peripherals, and Jack Flaherty who is one of the best strikeout pitchers in the game.

I am not a believer. He doesn't have a high strikeout rate, groundball rate, nor is he particularly good at missing barrels. I'd expect him to turn out like Bryce Elder did last year.
