I find the invocation of gig economy style structures to support this idea puzzling, given how these models have commonly led to exploitation, either of the people being paid, or the people paying for the service. It seems like this proposal would lead to severe logistical issues for all journals other than those who had significant enough resources that paying for this process would be of negligable cost Im not saying this is even a good solution, but why cant some party, perhaps by consensus between the article authors and the journal, reject a review citing an apparent lack of effort, maybe even leading some kind of social consequence like embarrassment for reviewers who have their reviews rejected for this reason
