I've been playing her a ton too. If the enemies do not respect the webs and try to destroy the nest, you do just simply win. But for this reason, her power does significantly drop off against good opponents. My favorite games are the Peni mirror matches. Reminds me of Rein mirror match, where just need to outplay the enemy tank to win. Destroy their nest, while keeping yours up, and web up Peni whenever she goes to ult to cancel it. Her right click is so busted, 3 second stun spam is crazy and it can cancel ults if you are quick enough

Um, actually this is wrong Peni is the worst character in the game and no one should play her or learn how to play against her and I should be the only one to bear the burden of playing what has to be the worst and least fun character in the game

There's several glaring issues with how you're measuring Peni as a tank. 1. Her main problem is the lack of ways to mitigate damage like Magneto or Strange. When the game is dominated by overtuned DPS like Hela and Hawkeye who can easily 2-3 shot tanks with headshots, Peni can only use her web swing which just abandons your team to die while your supports try to keep you alive. 2. Her DPS is garbage. Even as tanks, you can't expect to win team fights by just staying still and hoping the enemy team doesn't burst you down, which they will once you face actually good DPS. Dive tanks like Cap/Hulk/Venom can target back line with their damage, and Strange/Magneto have good burst damage with their shots. Even supports like Mantis/Snow are good because their actual burst dps is surprisingly good. Peni's gun doesn't do anything except build support ult for the enemy team, which they will then use to walk through your team. 3. Her ult is one of the worst in the game. The ult gives her a bit more health, but aside from helping place down some extra webbing, if you actually try to push into the enemy team with it, you're just throwing. 1200hp seems like alot until you realize Hawkeye shots can do 400 each. And they can easily pick you off in your ult due to your large hitbox while easily kiting the couple of mines being dropped near you. Her best ability in her kit is absolutely her CC, but that alone doesn't justify an entire character pick, especially when top picks like Hela/Snow/Mantis all also have their own CC tools. I don't argue that Peni is fun for people to play, and can definitely stomp teams that don't have strong enough DPS to push past your nest, or don't even know to destroy the (pretty low health) nest. But past those ranks, her shortcomings are way too glaring to be a viable tank if your goal is just to win.
