I believe this was fan made, but a good number of Japanese fan artist like whoever drew this one do a great job at capturing the art style of the actual manga/anime (other times they do their own style) that sometimes you can't tell the difference between official and fanmade.

I love how close the art style of this is so similar to Horikoshi's style that it almost seems canon and not to mention the behaviour of each character in the comic matches perfectly with how they actually are. I love Green Tea(IzuOcha) so much and this is yet another amazing and beautifully done comic of this ship👍👌❤♡
