My childhood falls on the beginning of the 90s, in Poland, and I didn't know this cartoon back then. I regret so much!

I think this cartoon came out in the 50s as a newspaper comic, if my memory is correct. Not sure when it turned into an actual animated cartoon, maybe 70s.
