Even with multiple queues @12:00 there's still the same kind of challenges with the aggregate contention per each queue.

Ofcourse, but you could simply scale the amount of queues to handle your workload. Looking back at the real world, when we have a concert venue that needs to allow thousands of people in at the same time. We don't say, "ah we have 3 queues now, that will do". We'd create as many queues/entrances as we could given our constraints. Think you can look the same way at this problem.
