Those who thinks Rourkela should be at No.3 i want to let them know that Berhampur is not an Urban Agglomeration it's only the city population where as Rourkela population comes under UA Once Berhampur becomes UA its population will leave behind Rourkela I mean greater Berhampur with CDA plan. since Rourkela is a smart City it has different status in the country Love Rourkela too... 20 years ago Odisha was known as a State having villages only. There were only 3 cities- Cuttack, BBSR and Berhampur. Today I don't think more than 6 or 7.
