@happytreefriendssuck Assuming you're using Sony Vegas, use the TV Simulator Video FX. Line sync should be 1, and everything else except vertical sync should be 0. Vertical sync controls how fast it scrolls. I used multiple tracks to extend the strip through the whole video.
