כיסוי Is referring to the monthly inferior conjunction, (a covering of darkness) with the Sun, that is the New Moon. It can only refer to the 1st of Tishrei. It is why while most New Moons can include the 30th day of the previous month, the New Moon of Tishrei must be the 1st day of the 7th month. Yet, just in case the כיסוי covers the Moon in darkness so that it is not seen on Day 1, a 2nd day of Rosh HaShanah must be celebrated esp. if one is not in the place where the witnesses arrive (Shiloh, Jerusalem, and Yavne and Tiverya after the Destruction of the Temple). Since those scattered out of Jerusalem have no clue if witnesses arrived there that day, a 2nd day of Rosh HaShanah must be assumed in the original command by G-d in the Desert. So it is the only festival on the New Moon and which must also last 2 days.
