One can tell by the fact that toddler who just learned to walk also knows how to speak fluently, can come up with fire burns, and was left unsupervised outside even though they clearly have neighbours and stuff. They must feel assured that he can handle himself. The magic of each family member also seems to increase with age, as the grandma is the only one who has enough magic to just have tendrils of fire behind her for style, and she can also teleport. Shu would’ve grown up in the modern age as a secret sorcerer before he joined Nijisanji because he always wanted to. This also explains his tech-savvy-ness, especially compared to the rest of Luxiem’s oldge members Another proof that Shu is magically powerful is that he has the decorative flames when he’s still in his twenties while the rests of his family demonstrates to us that that level of power usually comes after decades and decades of training
