Honestly, combos like this take such execution that you'll almost never see it happen. Also with UMVC3's netcode there is a lot of delay and it makes things like this really really hard to do online. It's no where near this bad online.

Funny how this USED to be considered "sick" and "stylish" but now it's just considered standard and expected for any relevant player with Doom on their team. Even the Doom hard tag from Firebrand is whatever now for anyone good playing a Firebrand team (which is, ironically, only really ApologyMan now). Just interesting how this game has developed to that point now.

Frank's level up varies depending on the combo hits. I forgot the exact numbers but I think 50+ hits in the combo gives Frank level 4 or 5.

Each hit in the combo is worth 1xp but is only applied when you take a picture with his 'snapshot' move. It doesn't matter who starts or ends the combo and you can actually take multiple snapshots in the same combo. So a combo with a snapshot at 25 hits twice and 50 hits once will level him all the way to level 5. He gains different moves, a hyper combo and more damage (regular and chip) when you get to higher levels.

KeijiNoSora They don't necessarily have to be quick combos but generally yes higher combo characters are easier. There's quite a few ways to get lower hitting combos to level him up with multiple snapshots in that combo. One easy way is to perform his 'Survival Techniques' hyper and DHC into a power up state (like Wolverines) and then raw tag back into Frank while the opponent is still falling. From there you can snapshot and continue into another Survival Techniques loop and depending on the combo beforehand you could be up to level 3-4. There's a lot of different ways to do it and plenty of videos out there as well. They're pretty cool to watch and see how it works.
