so... this run started to get terrible around the time the barbarians killed my settler and was not getting enough production, but got plenty of money, decided to continue building wonders - and it worked. Almost hit the time limit (year 2100).

I never tried to launch with probability of success 0%, is it broken?

The game actually doesn't check for it. You can launch with the smallest structure, no power, no life support. I think you could launch that thing without an engine, but the travel time would be too long to be viable in a speedrun. My guess is that they planned to do this, then ran out of time and had to ship a game.
