To use the blank tr, a pokemon holds it as its held item, and the first move the pokemon uses after holding the tr will bind that move to the tr, then using the move 25 times by that pokemon will have the tr be complete, and you can use the tr to teach another pokemon the move on the tr

If I were a Pokémon fan (which I am) I think that weird space area is Ultra Space, where you can get Ultra Beasts. Two of which (Guzzlord and Naganadel) are Dragon Type. There is also Necrozma who is psychic type, but when you fuse him with two other legendaries (Solgaleo and Lunala) you get Ultra Necrozma, who is Psychic Dragon who is SUPER good in Pokémon so that might be the next legendary you’ll want on your Dragon Type Team.

Please change Garchomp’s earth power to earthquake, it’s a great psychical attacker then special attacker, give it iron head to deal with its 4 times ice weakness or 2 times fairy weakness. Plus items help out more as well like leftovers to recover up after every turn or a choice item to boost either attack, speed, or special attack but the cost of being lock to one move

Hewo hewo, Swap in dracozolt with dracovish, it made to OU with a move called fisheous rend and with strong jaws as ability. Appletun is a decent choice but arceus dragon or dragon type silvally would be better for setup/stall. Also teach your rayquaza and garchomp only physical moves since they are physical attackers and boast high stats. Teach rayquaza vcreate (a fire type move), Dragon dance and EQ if you want to. Dragonite is practically useless without multiscale ability which allows it to suffer less damage at full hitpoints also check out it's stats so you can build it accordingly. There are very few speedy dragons imo go for them if you intend to take on the ice gym or go for steel/dragon or fire/dragon typing pokemons; dialga, duraludon, turtonator. Also FYI, pokemon have stab moves meaning if the typing they have and the move's typing is same they do 1.2x more dmg while they do 1.5x on super-effective damage. So sometime stronger moves with stab deal more damage than weaker super effective moves, definitely keep dragon ascent and outrage on rayquaza, however beware it locks into outrage once you use it and when it ends your pokemon gets confused.

So let's make him a good team with not so many 4x weakness to ice shall we First his ace Rayquaza (Dragon and flying) -Dragon Ascent -Outrage or Dragon claw -Extreme speed -Either a coverage move(A move that covers for his weaknesses )or Dragon Dance Next Duraludon now FYI Steel is one of the best types in the game and one of the best types with Dragon as it cover for all Dragon's weaknesses with moves like -Flash Cannon -Draco Meteor or Dragon pulse -Body Press(This cuz he has good defense stat) -Then prolly a coverage move like t-bolt Next is Garchomp cuz he is a pseudo-legendary with moves -Earthquake or Dig -Dragon claw -rock slide -Iron head Then 4th one would be Kommo-o(Dragon, Fighting) Moves -Clanging scales -Clangorous Soul -Close Combat -Coverage move 5th one would have been Appletun but we can't have to many 4x weakness to ice so we will use Dracozolt with moves -Bolt Beak -Dragon claw or Outrage -Fire Fang or some other coverage move -One more physical coverage move like rock slide Now last mon would be not a dragon but could be with a mega stone and would really help with the dragon type weaknesses namely Charizard now I would like it to be a special attacker cuz u have a lot of physical attackers which could be crippled with burn but if we are going for the mega then it's better for a physical moveset such as -Aerial Ace -Dragon Claw -Flare blitz -A coverage move of ur choice With this team u should be more than capable of beating gyms I think.. -
