That is because your Ad account is in post paid payment method. In that case, you can use virtual Dollar card or Domiciliary Dollar card to settle the debt

Pls i have some issues creating my ads. 1) my pages (Facebook and Instagram pages) are all linked to my WhatsApp business , but in the meta ads manager they're only showing me messenger, but what i want is WhatsApp cause that's where my products are.
