I think it's unfair and unnecessary to demand on behalf of a number of big Rinpoches like leaders of sects and other big tulkus that they should be accorded with the same level of reception like Sikyong when these rimpoches visit the countries where there are Tibetans. As everyone knows or should know that CTA is under a several limitation of resources that these offices of CTA operate in foreign countries. On the other hand a galaxy of tulkus have their own respective Dharma Centres in all countries that that visit.So they should and are taken care of by these centres and devotees easily. With except of a few Tulkus on some particular occasions, their tours and visits are private. If this demand is kind of indirect demand the traditional respect, power and rights of these Tulkus needs to be restored to official status, I am afraid there is no need. Those days are gone. CTA can neither offord nor necessary to accord with that kind of receipt demanded. These offices have much more serious and urgent works confront a power like the Chinese government. Even USA worries like hell when it thinks about China.
