It's always interesting to me when you get a character like Android 19 or Little Red who has a smaller presence in their own franchise, but then when a video game comes into the picture they just end up being an overwhelming force of nature. It's not like it's a rare exception sort of thing, I feel like pretty often you see those "face of the franchise" characters end up not being top tiers. Basically I'm saying that if Planet Sheen didn't happen Sheen Estevez would be putting MUGEN cheapies to shame.

Fat Princess in Playstation All Stars Battle Royale was a top five character for well over a year but no one realised since she had a very low playerbase. It was mainly due to her having summonable knights, they couldn't be attacked and usually attacked instantly, so there was pretty much no way to contest her unless you had really good long range options. The worst was the air version of the sword knight, since it was basically a divekick that knocked opponents down and set them up for combos and supers. It took around a year and a half to finally nerf her and even after the nerfs she was still a solid high tier.

One of the funniest top tiers to me is Manbou from Big Bang Beat Revolve. Technically he's only high tier, but this is a joke character based on a common enemy from the series that BBB is basef on. A generic enemy is considered one of the best characters in the game ON THE OTHER HAND, ON THE OPPOSITE END OF THE SPECTRUM: the funniest bottom tier chatacter ive ever seen is in an arena fighter, being ragyo from Kill la Kill IF. The main villain of the series is absolute DOGWATER. She hits like a truck, sure, and can cover a pretty wide range, but she is SO SLOW. In a game where dual wielding ryuko exists she could never do ANYTHING meaningful

If you wanna see something even cooler, check out the fan mod 'Save The Earth Melee', which combines the two with even more content and is designed with competitive balance in mind. It's really cool if you ask me! Also the jab at people who only like 54, Shin and Minus One & diss every other Godzilla movie was satisfying. Movies from the Showa era for example have lots of fans, myself included. They deserve as much love as the other Godzilla films, like you said.

Not sure if she's top tier but just thought to give her a quick honorary mention. My girl Marisa goddamn Kirisame from Hisoutensoku. Picture this. Gensokyo. Land full of gods, youkai, and superpowered humans. All equipped with powers capable of sweeping entire legions, nay, nations of them with the blink of a single eye. From rewriting fate to going Dio to literally warping space and time, these powers, in the right hands (and they are) could kill millions of humans and then some. Now picture those beings getting their ass clapped by a human girl who just so happens to land a perfectly timed lunge of her plump little ass to the very center of their faces. No fancy heavenly mandates, no super strength, not even any outlandishly brutish magic tricks be they innate or not, just a good lunge of the ass was enough to knock these beings out cold.
