best guess is those young people are children of the survivors of 17's rebellion. you have to think when it went down there were women who were pregnant who might have stayed behind. Others who didn't want to leave. I imagine there was quite a few at first left in there and it eventually dwindled down to just them. Maybe Some were with Solo in the vault in the beginning and something happened and he locked them out.
