You need to activate controller first via stepmania(4 or later) or something. stepmania has some kind of activation code to work those controllers. I don't know anything else to activate them. After title screen of stepmania, it is okay to exit the software. Then you'll be able to recognize the controller in any programs. This is based on my experience few years ago, I haven't tried it recently.
