I'm pretty sure everyone's already commented on the 'eleven' thing, but as for how the track's title came about... Well, why WOULD an English guy be thinking about the Kiswahili for 'eleven'? What turned his thoughts that way? My theory is that, as Simon famously played drums with Toto (which is Kiswahili for 'child'), he'd have spent a fair amount of time thinking about... stuff. ;-)

not 11 but 11th. lol even the tempo is right around 111 bps.

Not only that, the signature for most of the track is a pretty nonstandard 11/8th.
