No u need not to soak the lentils.. simply saute it in oil till turns golden in colour .. it will give a nice aroma n crunch to the chutney

Nice and simple recepie, but if you dont mind i would like to suggest you please saute arhar dal without oil on pan or kadhai till its colors becomes light orange, by this method acidity is not going to be ever happen.
