Hi Sir, I am just learning this , but I wonder if there is a time signature is wrong in 3:00, the second staff. There are 4 beats in a measure, so it should be 4 2 rather than 3 2 (I am just new, I do not know if I am right or wrong)

You are correct. It is suppose to be a 4/2. I have no I idea why I put 3/2 there.

How do you count 32nd notes?

32nd notes are typically too fast to count, so there is not set method. In the rare case you are able to count it you can try: 1 di e da & di a da 2 di e da & di a da

There really is not. It is more of a preference these days. I prefer time signatures where the quarter note gets the beat. In the classic period, like in Mozart's time, they preferred 2/2. John Phillip Sousa has many of his marches in 2/2. Some composers will change which note gets the beat to change the feel of the music. Like going from 4/4 to 6/8 and keeping the 8th note constant.
