You are supposed to adjust the variable transformer for the AC circuit for the current. Not the voltage. And the current is found for the type of horn you are using. If the horn uses 1.5 amps, you adjust the knob until your meter shows 1.5amps for the connected horns. You do not adjust it based on the voltage of the horn. The more horns you add to the system, or remove, you have to go back and adjust the current so it shows 1.5 amps.

obviously those teeth are cut bad that it sounds hand coded i think some autocall panels are like that too

this may sound funny, but there is an apartment building in the Highland Square neighborhood of Akron that has this system or a 4207 with 4037 horns! I think the building was constructed around 1974 and I believe Simplex was trying to clear old stock signaling devices. You will see a post on the fire panel forums about it under the "Fire Alarms in Buildings 2.0" category this one almost looks like the system used at Akron's Ellet high school, when the ugly 1970s additions were completed.
