At 8:42 is it necessary to point out that x =/= 3/2 or is it assumed since it's in the function. Do you only need to state x =/= 2 because it's a gap that resulted from canceling out the numerator and denominator or is it necessary to state both restrictions?

It's always good to put them down during a test, as you won't risk losing points. I like to think that when you are doing these problems with 'X', you are giving the solution to someone who doesn't know anything other than numbers. If they see that they can't plug in certain numbers, despite it being shown in the problem, it would help them know what numbers to plug into the equation. It's not that necessary, but it's always nice to put it there.
