You don't need CC. All that is needed is "For Rent". After the introduction of the codes (press Shift+Ctrl+C > enter the code "testingcheats true" > enter the code "bb.increaserentalunitcap on" > press Shift+Ctrl+C), you will be able to fit 36 families on the lot.
