@joshgdperu You film the ground, actor, and fence on green screen. You chromakey out the green screen, then take the contrast on the footage that is left to the max until it is so contrasted that it's all one color... There's actually a couple ways to make it white like that. The snow and the sky in the back is added in.

If I were to do this in After Effects, I'd have shot this in front of a green screen, keyed out the background, put a white fill over the whole alpha layer and then use a white-filled blood squib to make that effect.
