I will fly from LAX to Singapore and then Singapore to Saigon (VietNam). Both flights with Singapore in Premium Economy. Will 1 hour and 45 minutes layover enough to catch the second flight? Thank you

1 hour and 45 minutes should generally be enough, but it might get tight if your first flight gets delayed. I recommend checking with Singapore Airlines to make sure. Safe travels!

All of the meals I had were standard meals, not special ordered meals.

I got it on a 14-hour flight but not on the shorter 3-hour flight so maybe it depends on the flight!
