The last hour and a half of Sips not realising why he can't export anything was infuriating lol. He went to the production tab about five times where it explained that deficits means you need to import and surplus means you can export. Sips has a massive deficit in each type of goods, hence why nothing can be exported. All of his standard industry and commercial buildings need materials that his city doesn't make because he has not put down any specialised industry except stone.
