For Neon’s letter, the blackmailer isn’t listing out people who tried to control Neon, they’re listing out people who helped Neon and cared about her throughout her life. The blackmailer is saying that despite all the people trying to help her, Neon will never be able to control her power. (This lines up with what we know about Neon having to wear her suit to keep her powers under control.)

Cypher didn't break through. He was let through. I'm betting this is a trap, there's no way someone with this much intel and skill just slipped up Edit: yes, I'm aware Cypher is a god of hacking. He can even hack your nervous system. He's not what I'm worried about. This hacker has bested him at every turn, and now they're using his own skill against him. Let him find the tiniest flaw, that leads only to vague areas. That way he thinks he got through on merit and doesn't suspect a trap. Cypher IS good enough to crack this blackmailer, and they're using that against him. It's too early in the arc for the blackmailer to get caught, too many agents to still get possible dossiers, we don't even know what they're after and they haven't even had the time to be defeated yet. If that's true then a trap makes sense as a way for the blackmailer to show even more superiority, not just over cypher but every agent. And if chamber is trying to make cypher seem untrustowrthy to the VP, him failing to see this trap coming will make the VP doubt his reliability, so it'll advance chamber's plotline, even though i highly doubt he's the blackmailer. Edit 2: yeah, i know they probably suspect a trap. They made the Agent list for a reason. But this blackmailer even dug up Cypher's whole backstory and all his safehouses. They know how Valorant works, and they wouldn't have picked this fight if they weren't confident they could take them. They have blackmail on all these people, Kayo's probably the only safe one from their manipulations. Sova's stressed, Cypher's afraid, Neon's doubting herself, Chamber feels exposed and Breach is regretting his choices. These agents have had all their insecurities and fears thrown at them and then challenged in a fight they have no clue if they can win. Their mental game is thrown and this blackmailer holds all the cards. It doesn't matter how good our agents are, this blackmailer is too careful and thought too far ahead. They have a plan, and if they don't, the writers seriously misused this subplot. I get it, our agents are strong and talented, but good villains need to pose a valid threat, and if this blackmailer gets outplayed before we even find out who they're looking for, this arc means nothing. We still have Astra, Yoru, Pheonix, Jett and Reyna's dosiers to go, and maybe Kayo. This blackmailer can't get caught so early, even from a storytelling standpoiny

Me and my sister have this theory about KJ that her and Viper's tech had something to do with Reyna's sister. Killjoy in game had a line that goes, "It always feels like Reyna is after me personally. Does anyone else feel that way? Er, no? Just me...?" And Reyna also had a line in-game that mentions Killjoy's tech: "I remember the machines Killjoy made. What they did to-...never mind, it does not matter!". The reason why we theorized Viper being a part of this is because in one of the battlepass of "Reyna vs. Viper" and we see Viper holding (presumably) Reyna's sister's hand. Maybe that's the BLOODY history KJ had, that maybe she's not even aware of.
