Spare wheel is meant to be used under emergency conditions at low speeds and not to be used as a normal tire . That’s why it is one size smaller so that one gets the punctured tire refitted at the earliest after getting the same repaired. Generally users have tendency to keep driving with spare wheel for long runs which is avoided by using smaller size spare wheel
