Wear warm leggings under pants! It might take time to get used to it and feels pretty weird but when you need a cute outfit for a day outdoors its worth it (Canadian approved). If you just need warmer clothes to get to and from work (dont wanna be uncomfy) you could purchase splashpants/windbreaker pants to take off when you get there.

Buy fleece lined tights to wear under skirts! Also I pretty much always wear leggings/thermal stuff under my pants (and also under my sweaters as it gets colder).

Long johns!! L.l.Bean has a really great 100% merino wool ones - even a super thin option so you can wear under fitted jeans (and won't be sweating in the office) Also switching to wool socks, if your feet and upper body are really warm sometimes you can get away with thin pants - tips from a FL girl living in upstate NY!! I personally love Hansel from Basel Cashmere Socks :)
