Don't know exactly where you're at but with the bushes I have the same problem and I use a walker the city needs to clean this act up it's difficult for us to for us to walk along let alone it's hazard I live here in Las Vegas and the sidewalks are here are verse

what is the maximum speed with a rider in the back? 15 mph or more?

You could probably achieve like 17mph in pedal assist model. But 15mph with just throttle.

That's a great question. If there is a bike lane available, it would be courtesy to use the bike lane. There is no law stating you can't ride bicycles on the sidewalk in California. But you should check your local area as there may be local ordinances.
