Ok I know this is 3 years old but just a tip for all who come to this Chanel, you don’t have to salt the water best thing to do is to salt the octopus before and massage it in leave for half hour( octopus is 90% water and salt will draw water out just like eggplants) and yes dip it in 3 times and cook for at least one hour and a half if it’s a big one and longer if it’s really a big one and please don’t scrap off skin as you are taking the flavour away of what you really want to taste.

Thank you for your input but You don’t want to draw out all the water from the octopus this method actually keeps it tender, regarding the skin depending on how big the octopus is sometimes the skin goes slimy, so better off then on to prevent that from happening, try this method and if you aren’t happy with the result I’ll agree to what you are saying but this method was full of flavour and tender at the same time
