Skiing FRESH SNOW at MAMMOTH

How come it sounds like the snow is pretty hard and crusty sometimes? Is that the nature of califonia powder or just not enough?

Unfortunately the Easter sierras aka Mammoth gets lots of high wind volume and blows most of the snow off the mountain. It does get crusty and wind buffed a lot of the time.
