the reason is that demacia was founded after the terror of the rune wars. mages arent executed for being mages in demacia, but they are exiled to live outside of the city limits. but according to the lore, there are some movements to change demacias stance on such things. for example lux was taken in by an order of demacian mages.

Garen does the good things for the wrong reasons (Eradicating those he thinks are evil and protecting only those who recognizes him as being above them. Garen embodies greed). Darius does the wrong things for the right reasons (He is willing to slaughter anyone who comes his way in order to liberate the world from oppression and authoritarian rule. Very much an anti-hero).

icecreamcake it's more than liberating the world, it's the extreme of chaos just as Garen represents the extreme of law. Darius wants total mayhem and anarchy, a world where only the strong thrive while the weak are trampled. Garen wants a world where everyone serves him and worships him, but he offers a place for all who do so, including the weak.
