HECU is meant for any biohazardous event, so it doesnt have to be anomalous. they could be deployed for something as simple as a nuclear power plant gets attacked and the reactor explodes or something or a biohazardous terrorist attack like a gas attack remember HECU stands for "Hazardous Environment Combat Unit" meaning they will be deployed to anything containing hazardous materials (sorry for being a nerd)
