They decided against it, so it ddn't get released from what I got. As many people stated in their beta version videos, it was just a first concept of the cape we got now. (I would've LOVED the hoodie cape as well and I am sad that they didn't go through with it q_q) Maybe we get a hoodie cape for another event one day. ^^

Hey, I know this is late, but just in case you were still wondering, I went back and read the blog post again. "As you may know from past events, numbered items for specific birthday years are only available for their given year. After all, you can’t turn five twice! This means that the headband, T-shirt, and wireframe cape are only going to be available this year. So be sure to unlock them if you’re interested -just like a 5th birthday, they’ll come just this once! So yeah, the cape is a one time deal, tbh, I'm really interested in getting it, not just because of the feature, but because I genuinely love the design and the ascetics. I like how there is a literal constellation around the wire cape and the scarf around the neck combo. So I'm definitely getting this one lol. As for the feature, imo, if you want to relive some of the Livestreams or go back and read the history of Sky again, I'd say it's worth it. I'll be able to go there anytime I want and bring friends who may miss the 2 weeks of the event.
