Эта система была введена государственным переворотом Бориса Ельцина в 1993. Так же, несмотря на внешние атрибуты федерации, формального признания в Конституции государственности регионов, республик и их самостоятельности во внутренних делах, Россия не имеет никаких черт федерация, а жёстко централизованная держава, где регионы не имеют никакого влияния на федеральную власть и никакой самостоятельности, несамостоятельны в выборе своих высших должностных лиц (кроме, возможно, республик Чечня и Татарстан), не распоряжаются своими налогами и экономикой. Моё личное мнение, в таком принципате и отсутствии демократии ничего плохого, демократия это иллюзия, и даже Западные страны, по сути, олигархии и плутократии. Но отсутствие федерации очень плохо для такой огромной и разношёрстной страны, вся власть вместо распределения по местам, на деле полностью сосредоточена в единственном городе, (Третьем) Риме, который полностью решает почти всё даже за отдалённые на многие тысячи километров города и регионы, которые лучше знают свои реалии и проблемы, чем в далёкой зажравшейся столице, узурпировавшей все ресурсы, деньги и полномочия, кроме столицы ни у кого больше голоса нет. Из-за этого многие регионы сильно депопулируют, беднеют и деградируют, даже русское ядро, расположенное близко к столице, оттуда бежит всё молодое и самое талантливое трудоспособное население, ибо перспектив, доходов и работы нет.
