Something I think is interesting to note is that half the draugr are dead or skeletonized. There is also the fact that most of the ones we encounter are so weak that we can deal with them at low level; it implies that these things have been guarding this place for such a long time that their life force has finally started to give out, and what we deal with are just the final dregs.

Thank you! Your the first person to actually address this seriously because it's always bugged me that others who discuss this seem to gloss over this. But, if you ever decide to do an addition to this there is another point that you could also bring up that is perplexing. During the Dawnguard DLC, Durnevir clearly points out the that practice of Necromancy was taboo among dragons. Yet, it would seem that the Dragon Cult who worshipped the Dragons were deeply steeped in it. Why would the cult that worshipped Dragons do something that was so strictly taboo among the creatures they worshipped? And we have no reason to disbelieve Durnevir given that he has no real reason to lie about it, what would he gain? At that point he is an eternal prisoner so the idea that he would lie seems pointless at that point, so I would be inclined to take him at his word. Secondly, I think your on to something in that I've often felt that the 'Barrows' themselves are in some ways magical in nature. In the Dragonborn DLC Mirrak specifically wants a temple built. That seems strange that he'd want a temple and put so much emphasis on it unless there is something specific about the way Nordic Barrows are designed that would create some form of benefit for him. Perhaps the reason Olaf is in the state he's in could be due to the Barrows themselves... perhaps being buried in one might actually facilitate both creating Draugr from the dead as well as providing power to sustain them. It's the only theory that I can think of that might explain why the Dragon Priests were so adament that a Barrow/tomb was created for them since it would provide the endless level of power they needed to continue on as the undead.

There’s definitely some things that don’t add up in the lore. You can take the boring route and just say the writers had a miscommunication with the quest and level designers but Bethesda puts an incredible amount of care into how they place their stories into the world. So I’m inclined to believe that there’s just more that hasn’t been discovered or perhaps answers we will get in future installments. Necromancy has always been a mysterious element of Tamriels magic so perhaps we will see that delved into more. Thanks for watching!
